OK, do you have log file on this location? C:\Users\User\AppData\Roaming\FAHClient\ ? Can you copy whats saved inside?

I think your GPU is incorectly recognized. In your log is: " 18:05:16:WU02:FS01:Requesting new work unit for slot 01: READY gpu:0: Hawaii [Radeon R9 200 Series] from 128.252.203.10 But you have Radeon Vega 3, not Radeon R9 200 GPU. Its a long shot, but may be is not your GPU recognized properly...

Well, don't know about Iranian ISPs but restriction this kind is from my point of view really hard. If everything is working for you on VPN, better than nothing.

Which file from where are you starting? For me is working properly just starting it from Desktop. From File explorer it starts to me command line or doing nothing...

Yes, CPUID HWmonitor is good also for GPU. There is everything at once

Viewer also consumes PC resources, so its nice to see it, but try to avoid that for maximizing the performance of machine.

For checking of GPU performance (utilization), try GPU-Z. That's the best. On sensor tab you can clearly see how much of GPU is used at a moment.
For CPU is from my point of view enough to use Task manager built in Windows switched to see logical CPU. Right click in the graph...
