amdgpu driver is not installed, because APU does not need it (in Ubuntu); and to my knowledge, there is no proprietary driver for APU; (there was maybe previously). if however you meant the packages that get installed by "rocm-opencl-sdk" (you state it is the only that should be installed)...

this rocm-opencl-sdk made the mini-pc quite unstable;
maybe this can work with newer APU better, but had to get rid of it;
or it could be specific to this MiniPC.
