The 3400G has a total of 20 PCIe lanes, but only 16 available externally. So if the M.2 is using 4, that leaves only 12. So at most there are 12 available for the GPU unless your mini-ITX board include an additional chip to provide additional lanes. I thought I was on to something just a few minute...

Unfortunately my BIOS settings (Gigabyte's UEFI) only allow me to change the Gen, not the lanes themselves. I did try going from Auto to Gen 3 but no difference.

Take a look at your MB manual and specifics of PCIe lanes available on which slots. The G series Ryzens use PCIe lanes for the onboard graphics, then some for NVMe, and others for the slots. Click on the question mark on that GPU Z window to load the GPU and then see what pcie speed is running.
