There are settings in bios where you can arrange lanes for the slots

Unfortunately my BIOS settings (Gigabyte's UEFI) only allow me to change the Gen, not the lanes themselves. I did try going from Auto to Gen 3 but no difference.

The 3400G has a total of 20 PCIe lanes, but only 16 available externally. So if the M.2 is using 4, that leaves only 12. So at most there are 12 available for the GPU unless your mini-ITX board include an additional chip to provide additional lanes.

I thought I was on to something just a few minutes ago regarding this. So it turns out the 3400G allocates x16 lanes to its own graphics...



All this time, I had been using the integrated graphics for monitor use, so that the 5060 could do 100% folding. Based on the above, I thought this was the issue, so in BIOS I disabled the integrated graphics altogether and connected the monitor to the card.... no change! (I am now back to how I was).
Upon further reading, other people have had this sort of issue before when using this generation of Ryzen hardware. One person said he had it resolved by replacing the CPU, others said it would just randomly change from x1 to x16 every time the PC was rebooted.
For the sake of folding, I will just continue as I have been, as I am getting more certain this is just a symptom of old chipset hardware. At least the 5060's current 4mil PPD easily beats my old 1650's 600,000.
