Thanks for posting the configuration file. The first one that you posted is the one that is needed. The second one is just a sample so can be ignored for troubleshooting.
Looking at you configuration, it seems that some defaults are changed which may have a negative impact on your system:
1) Is there any reason to change the <cpu-affinity v="true"/> when the default is false?
2) Why is the logging turned off <verbosity v="0"/>? The default value is 3 and is recommended to use that.
3) Do you have a good reason to fold while the laptop is on battery (or desktop on UPD) <pause-on-battery v="false"/>? The default is true and is recommended to keep it like that.
Do you have two systems, Windows 7 and Windows 8 and F@H is running properly on Windows 7 but giving you issues on Windows 8? I am currently folding on Windows 7 and Windows 8 64-bit and don't have any issues in either operating systems.

I would suggest that you uninstall V7 (select the option to delete the data folder) and do a fresh installation. Once you have done that, please post a fresh log if you are encountering any issues.
The message means that FAHClient doesn't have a username, passkey, team number so will wait for the donor to configure it. That is a normal message that appears when you first start FAHClient and configure it. Once configured, you are set to go.

The default installation places the config.xml file in the default data directory. It looks like FAHClient isn't starting pointing the right directory. The simplest way to fix that is to just reinstall. That will also create a default config.xml that contains your name/team/passkey (if you have configured it) and a CPU slot and if appropriate, a GPU slot. About the only thing you need to do then is adjust the slider up or down until you're donating your choice of resources. Don't make other configuration changes until you're really convinced that you can't find a slider position that works for you .
