Short question: Is it possible to operate own WU/AS servers for public usage? Hows your spread of server locations? Does it even matter (Iam from germany, Upload is a bit slow, but I think it's because the current network load on FAH)?

On your own, no. If you have a large enough system to offer, there is a person to contact and the F@h team can decide whether to accept.
Basic minimum requirements are 1 Gb/s or faster internet connection, preferably multiple, 8 GB of RAM, Debian Linux, and 50-100 TB of fast SSD storage.
At this point, I know of one server in France, one in Sweden currently being setup, and another in Hong Kong awaiting setup. The servers are listed here - https://apps.foldingathome.org/serverstats.
