The crediting system is unable to distinguish between "connectivity" problems - whether it is on donor's end, server side or somewhere in between. The "QRB clock" simply starts at download and stops when upload is complete, and the clock runs on server side. So no QRB, only base points for this one.
I believe this is why Stanford has set the successful return rate requirement for QRB to only 80%. Fact of life, internet connections and servers fail sometimes, although it is rare. The bonus points rules are explained in greater detail in viewtopic.php?f=24&t=13039&start=0. To quote kasson:
