No, not just Joseph but the people heading up the F@h Consortium and researchers in the various groups that are part of the consortium. Greg Bowman is the director. Vincent Voelz and John Chodera are the two main research lab heads working in the consortium, and work with Greg on its direction. They are the ones who pay Joseph and ultimately direct what he spends time on.

You may see they have already contributed PRs on GitHub.
A lot has to happen before we have to worry about server code/config.

Joseph has already accepted GPU support on Apple as an enhancement request.
So he is not opposed.
Volunteers can do a lot of the lifting.
