I am working off of an iPad using Chrome.
I downloaded fah-client_8.4.9_universal.pkg, however when I try to start it, I get an error message: Unsupported file type.
I’m at a loss of what to do.

The supported platforms are Windows on Intel or AMD, Linux on the same plus ARM, and macOS on Intel or Apple Silicon. An iPad is not supported to run the client or the installer on. You could use it after installation to monitor client(s) on the network by using the Web Control page in Chrome and some other browsers.
So if you have one of the supported systems, you can install the client with the appropriate package for that OS. Passively-cooled mobile devices in general won't be supported. Those devices can be very fast in bursts but they will overheat if they try to perform heavy computations for more than a few minutes. There was a time when Android was supported, but it did not go as well as it was hoped.
