Should I downgrade a client from V7.6.21 to 7.6.13 for some reason?

No, it does explicitly say "alternative-downloads". That is the link for getting past versions of the folding client. It is there for the person who doesn't want to run the current version for some reason. If you got there from the regular download page, that is an error with the link which is supposed to go to a page with the downloads for all OSs instead of the one detected by the OS you are connecting from.

The start folding link https://foldingathome.org/start-folding/ also still shows V7.6.13 and not latest V7.6.21 for Windows?

Not having a Windows system at the moment to test that, can't say what is up. I did notify the developer about the 7.6.13 version showing up on the alternate downloads page. So it should get fixed sometime in the near future.

atir, foley and toTow are correct; all download links currently point to 7.6.13, not 7.6.21. I noticed this when I recently downloaded the Linux and Mac software. I remembered downloading .21 previously and was surprised that all the links were for .13. I had to manually dig through the download server to get .21.

At least on the Mac download the change was within the last week. I downloaded 7.6.21 from the Start Folding page just last week.

That's good info; it sounds like this may have been an accident, maybe someone unintentionally pushed out an old page/configuration. If that's the case, can they fix it?

I am assuming it was inadvertent. If it was done for a reason there would have been an announcement of some sort, and I have seen nothing like that publicly or elsewhere.
As I mentioned above, the developer has been notified and it should get fixed. How fast may depend on exactly what got changed and that iit is the weekend now.

The download pages should be fixed now and get you to version 7.6.21 files. You may need to clear your browser cache.
