It is up-to the Project Owner to set that up or not. It's entirely optional depending on the Infrastructure Setup (it varies per lab). Thus, it can get tricky.

When a WS is rebooted, it tests which CS is available and makes a list. I don't know if new entries are added or when. When a WU is downloaded, it contains the address of the WS and a single CS. When the WU is uploaded, it only has one or two choices. The next WU assigned may have a different CS without any manual intervention.

There has been talk of enhancing FAHClient so it can have a 3rd choice but I don't think any work has been done on that idea. More work has been done on choosing CS locations to avoid common-mode failures (e.g. both servers on the same campus) and on weeding out unreliable hosts. Yes, it's disappointing when servers are less than 100% reliable but the CS only enters the picture when there's a problem with the primary WS.
