Can you show a bit more from your log, so we can see what project this was? I had the same thing, and there are some projects with a maximum number of computing threads, which in these cases seems to be 9. These may be assigned to your machine even if you have advertised 18 cores, when no suitable other work units are available.

Here's what it looked like for me:

I have a couple more, in at some cases lowering from 24 directly to 9, they are all from a certain range of projects, I have seen 16923, 16930, 16932, 16934, 17201.

P.S. I see you are running Client 7.6.13. Although I don't think this is related, you might consider upgrading to a more recent version.

Unfortunately I got distracted by some other thing so ended my test without saving the log
