I know it is frustrating, the problem that we as individuals don't see is how the overall backlog is building. When looking at what that might be, indicated by the number of people reporting the problem here, the continuing exponential backoff is justified, and trying to repeat too often will only make things worse.

That may be, but the original settings came from experience with large number of servers going offline due to occasional power outages at Stanford, and to a lesser extent elsewhere. Now that the servers are distributed over a bit wider area, they will probably reexamine that design decision for the client. But that will have to wait on a new version of the client, and that is on hold right now because of COVID-19.
