I think you may have missed Bruce's point. The designer who figures out how big a heatsink is needed and what kind of fans are needed should design for an expected worst-case environment. A computer running under a pile of laundry cannot be expected to cool itself. Living in the Sahara Desert without air conditioning is a borderline case (rare) but humans survive those temperatures so computers should, too. While the maximum processor temperature can be managed by either hardware or software, an Operating System that allow computers to run at 100% must be employed if the hardware doesn't manage it rather than placing the blame on a novice who fails to take responsibility for overheating.

If the cooling system fails because of unforeseen conditions, then it becomes the responsibility of the warranty system. The programmer is responsible to write the best code he can to use whatever hardware the system allows him to use. A 100% processor load is a foreseeable condition.

Given all the new attention to the project, maybe Microsoft/Sony would now be interested in helping develop clients as a way of helping with the COVID19 response?

Newer versions of these consoles have pretty powerful GPUs.

Microsoft is already donating servers to help absorb the wave of new users, and it is what we need most now.

We don't know if they have plans to port folding to the next gen consoles.
