Are you running an anti-malware app or firewall? They can block the client from downloading. The FAHClient process needs the same permissions to transfer data as a web browser, you may need to add an exception to allow FAHClient to upload and download using HTTP(S) over ports 8080 and/or 80.

nope this is a fresh install of win 10, and fahclient is on the allowed list on defender firewall for private and public, there is no 3rd party AV on the box
The server is able to deliver the file to me if I open that URL in Firefox. That means your security software is blocking FAHClient from download the file. You must add an exception to your filewall to let FAHClient function as a browser and download html files.
Manually download the file won't help. FAHClient will install it where it needs to go in FAH"s work files.
