Running under Ubuntu 18.04 LTS
I dutifully added python support and opencl after installing 7.5.1
yet:
On client "local" 127.0.0.1 No available GPUs
after attempting to add a few GPUs: 2 x GTX 1070

Did you install the Nvidia drivers under the "additional drivers" in Ubuntu? Also, you may have to manually set the GPU.txt file. I had to do that on 1 of my 3 Ubuntu folders, all folding with various Nviida cards.

If you see this line in your log file:
then the client did not see any GPU's and will not setup a GPU folding slot or download the most recent GPUs.txt file to see if a newer card is supported. This usually happens after installing the client without the necessary OpenCL and driver support in place first.
There are two options to proceed. The first is to uninstall the client along with the client data and then reinstall once all support is in place. The second is to use FAHControl to reset the value for "gpu" to true and restart. Then the client should detect the presence of a GPU, download the current GPUs.txt file and allow configuration of a GPU slot.
