I'm somewhat familiar with the so-called "Great Firewall of China" and am aware that other countries may have rather restrictive firewalls. They also have legal penalties if citizens attempt to bypass the national firewall -- and we do not advocate that people attempt to do so illegally. In rare instances, special permission might be granted.
Is the situation in Singapore similar? Could your data be spending 184 ms being processed by a national firewall? If so, there's nothing we can do.

I know that Singapore blocks pornography, pirating, drugs, gambling and so forth, but I haven't heard about blocking access to educational/research institute https://en.m.wikipedia.org/wiki/Interne ... _Singapore
If it's narrowed down to Singapore ISP's fault, then I have no choice but to live with the problem.

It could be that they are unaware of affecting the F@h connections, so possibly contacting them might result in such connections being whitelisted. Though there could be some issues with implementing that, there are servers at several different locations. Both 203.208.m.n IP addresses shown are assigned to Singapore Telecom.

MyRepublic appears to have the same issue. Looking into this traceroute, it connects next to routers operated by Telia. That is a telecom provider based in Sweden, but with operations in a number of countries which as this shows includes Singapore. As such they would have to obey the same regulations there as any other network provider. Telia is also the next carrier shown in OntosChalmer's traceroute after going through Singapore Telecom assigned addresses.
Telia appears to have its own dedicated trans-Pacific link to the US, step 8 is consistent with identifying a router interconnect between Telia and Windstream. The rest of the addresses shown are all Windstream, the last - 74.8.57.6 - belongs to PaeTec Communications which operated in the NY area before being acquired by Windstream.
A WAN specialist might get more information out of this, but to me these various traceroutes all show a fairly consistent delay in the range of 160-180 ms for traffic that transits from Singapore to outside. About the only thing I can think of that would explain that is being passed through the city-state's firewall.

It's not the first time we see people in Singapore having trouble connecting to FAH server ...
As far as I remember, the issue might be with a transparent proxy not allowing direct connection to IP without DNS, or user agent filtering (FAHClient is acting as a browser, but it is probably not identifying itself the same way as Edge or Firefox browser).
The simplest way to bypass this is with an SSH tunnel to a simple VPS plan ... there are more complex solutions like VPN (own server or paid provider) ...
We can't tell with a simple traceroute if you are affected by this king of proxy, but I'm pretty sure that your MyRepublic traceroute is not showing this situation : the latency rise is shown in Telia network, which is not operated by your ISP. Telia is a traffic provider (like Cogent or Tata) used to connect services that doesn't have direct connection deals (called peering). So the lantecy gap is probably the symptom of a very loaded link (judging by the hop name, this the link between Singapore and USA is the culprit).
edit : the traceroute with SingNet is a bit different since you're leaving their network in the USA, very likely at Palo Alto ...

This is a bit different, the cores download from a location with DNS, not from an IP. Same for assignments.

When checking the log files of for the machine connected to SingTel ISP, I notice that the upload speed of completed WU is much faster than download. Is it because Singapore firewall only affects downstream speed but not upstream speed?

Possibly. From what I have been reading the policies of the firewall are prioritized towards preventing connections to sites that provide "objectionable" material such as porn, political criticism of the government, or information about illicit drugs. There is (or should be) a fundamental difference between a government that filters "objectional" materal and one that blocks academic research. I'm not sure if it's possible to prove to the government censors that FAH is not objectional and it should be unblocked. You might investigate how to petition for such an exception to the current policy. (And I do recognize that won't be easy, even if it's possible.)

i have set up HTTP proxy for FAHClient (randomly picked an US proxy with port 80 or 8080 from this list http://www.gatherproxy.com/proxylist/co ... d%20States), although the proxy only has 1 opened port (80 or 8080), FAHClient still can connect and download/upload WU sucessfully (sometimes after 2nd attempt):
