"k" is a god-given constant to help to get the PPD curve quick into the desired levels (see the "project summary" link in the head of the forum) or my attempt to graphically visualize under http://ppd.fahmm.net
If you see the old A5 Core; they had very high k-factors (around 50); these days mainly around 0.75 for GPU and A7-CPU core. And I think its ok to leave it this way, as its complex enough to play with the base credit and deadlines to get the "curve" fair leveled.

I suppose what you're really asking can be explained by the fact that the QRB formula was "invented" by a (former) FAH Scientist named Kasson.
