If you post the log file showing the hour after the WU was downloaded, we may be able to learn something.
But your log shows a later download!
So SOMETHING happened much earlier, around midday UTC, when the unit was returned for 0 points. Probably you got the same unit twice -- in which case you might eventually get the credit through for the second download. Less likely, your computer has discovered time travel, in which case points won't matter.

Note the message WARNING:WU00:Missing data files, dumping. That suggests that something happened in the previous log and somehow the data files were deleted -- but probably after the WU had been returned. The previous log should be in the subfolder "logs," filed by date and time.

I can think of two possibilities.
1) The WU was assigned but you didn't like what you saw so you took some action to prevent the client's normal error recovery actions. [That's always a bad idea.]
2) You have cloned a copy of the client on a second computer rather than doing a clean install. That's also a bad idea since each computer has a unique association with the WUs assigned to it and creating a cloned client duplicates the value of that identification.

I copied my entire drive to a second HDD when I installed windows 8.1 a few weeks ago, and installed a fresh copy of the client, but copied over the folding@home app data directory from the backup, so maybe it got confused and thought it was a dup.

Just out of curiosity (and no need to pursue it if you don't know the answer), when the addition of a WU to the database is delayed for some time do the "Active clients (within 7/50 days)" figures reflect the time the WU was added or (more correctly) the time it was returned?

Not that it matters because both the 7 and 50 day are moving numbers, but the stats reflect the info on the work servers. So it depends more on where the delay is. WU getting to the server, or server updating the stats.

While you didn't ask, others may be wondering about their QRB. It's not the same as the 7/50 day number. (I'm sure we'd be seeing a number of complaints if the QRB was based on when the statistics finally arrived at the points database. There's a time recorded when the WU leaves the server, another when it arrives back at the server, plus a third when the stats are added to the points DB.
