Testing new AS version

We are rolling out an new version of the Assignment Server. It adds some significant improvements over how we configure client to WS/project matching which should reduce configuration mistakes in the future. If there are any service interruptions they will be addressed ASAP.

There were likely a few bad assignments while the AS configuration was being updated.

NaCl assignments were failing for about 5 minutes. Back online now.
