Cant seem to upload completed WU's or download new ones.

It has been about 1 and a half days since my computer has tried to submit this one WU and it has tried 17 times with no success. It has been driving me up a tree and i cant find anything online about it. It is trying to send to Collection server 171.65.103.160.

It just keeps repeating the same message over and over. Not sure what to do exactly. anyone got some help?

Welcome to the forum, digger94.

There are some debugging tips in Troubleshooting Server Connectivity Issues (Do This First) topic. We would also need a bit longer log snippet to see which Work Server the client is trying to upload to. At the moment, both http://assign3.stanford.edu:8080/ and http://assign4.stanford.edu:80/ respond with "OK" so they should be working and you should get new work.

AFAIK, Collection Servers still are a work in progress. They act as backups for a WS, and they do not work for all types of Work Units (yet).
