Server Status doesn't show any obvious problem and I can reach both links in my browser. Perhaps something on your route is causing the problem? Have you tried to trace the route?

What do you mean you can't access the page in a browser? I get a blank page, not an error message, and that shows the server is operational.
It's not receiving many WUs, but it is accepting some. (Of course it's impossible to know how many clients have WUs to upload other than yours, but it's not a very active server):

Some servers have a default html page that says "OK" and others do not, but any of them will either give an error or no error.
That server currently has no more jobs to be issued unless recent uploads raise the WU count sufficiently that it decides to issue a few. You're much more likely to get your next assignment from a different server, not that it matters much.
