Is there anything wrong with AS code?

Yesterday I came back to FAH.But my V7 always stucked when download new WU.AS always assigned to 171.64.65.55.I restart my V7 client 10+ times until it successful downloaded a WU.
When I look at server state log :http://fah-web.stanford.edu/pybeta/logs ... 5.log.html
I noticed that even that server load is very high for such long time .AS still keep assigning client to that server.I think AS should balancing the server load(shouldn't assigning new client to that kind of server).

Hi,

This is unusual, I'm looking in to it. I've removed vspg3 from the AS so it won't get any more assigns until I figure this out.
