Low upload speed to - 128.143.199.97

Hi,
from several days I notice low upload speed to this server.
From my home computer the speed was - 100 kB/s, now is - 30-40 kB/s. From my office computers the speed was - 200 kB/s, now is - 50-60 kB/s.

These computers are to different ISPs. Someone else noticing slowdown upload speed?

Download speed is fine.
