OK, so I was about to RMA the motherboard and I did the test of outside the case. No dice...
...So I'm building another computer and I was gonna borrow the CPU from my original GPU cruncher to get the computer going while I waited for the CPU to arrive... So I decide, "What the heck, while this computer is open, I'll try the single-core Celeron (from the problem build) in the original (functional) cruncher box." The machine doesn't POST. I put the original CPU in the original cruncher box, it POSTs on the first try.
I think I got a bad CPU!? Gonna RMA the CPU.
Help Needed. Not "posting" Celeron + P965

I'm glad that you found the problem.
It is hard, sometimes, to discern the actual trouble component, without testing everything.
