Well, SOMETHING is blocking port 8080. http://assign-gpu.stanford.edu:8080 and http://assign.stanford.edu:8080 both work fine from my browser. Nevertheless, many folks are behind corporate proxies which block port 8080, so you SHOULD be able to get new assignments with just port 80 open. Server 171.67.108.11 is not talking to port 80, so your choices are limited to 171.64.65.106 which is very busy (doing analysis, I suppose) or 171.64.122.70 which is apparently operating normally but at a lower assignment priority.
Sometimes it helps to either add or remove the -advmethods flag.
