There is a "3080 Lite Hash Rate" currently at rank 3. It has the same PPD like the 3080. The "3060TI Lite Hash Rate" is even faster than the 3060TI.

I must do something wrong. I use a PCIe riser with PCIe 2.0 x1->x16 (x16 only mechanical), and have no performance penalties on a GTX1050Ti. A PCIe 4.0 x1 riser is not faster than a PCIe 3.0 x1 riser, if your GPU is not a PCIe4.0 device. You would need at least a GPU of RTX3000 series or RX5000 to take benefit of PCIe 4.0.
