I've been manually tethering my Mac at work to get the downloads kicked off. This morning after it timed out on port 8080, it actually got a job on port 80 without being tethered. That's the first time in months!

I normally use 24, but I've tried 1, 2, 3, 4, 8, 12, and 20 to troubleshoot. None of them will get jobs from port 80 servers.

It's in there earlier in the thread. It's a 2012 Mac Pro with 24 cores. When I turn it down to use 1 core, it still doesn't get work from the port 80 servers.

This is the regular client that isn't working on port 80.

I was thinking possibly some combination of ipfw and tunneling, but that won't work. As you stated, the initial server assigns me a work server with an explicit IP. I have had zero successful downloads that didn't come from tethering my Mac to my phone. I just searched through my logs, but I didn't see any of those IPs in them.
