I found the problem, somewhere along the lines I had set the affinity to only two cores.

do you have any frame times on the same Project for both machines?

You are having the same problem as the OP, should just need to add the -smp argument\flag and wait for it to finish the current unit. At that time it should start on a SMP unit and utilize all cores
