As I write this WU (p15209-r4-c0-g0) has failled 5 times right at start.

I think it might be genuinely bad.

That's the way the system works. At this point the researcher should get a notification of the failures, and it should quit being assigned.

Then the researcher can take a look and try to figure out why it failed.
