FAH is not using Index values anymore. Instead it uses pci-slot and pci-bus.
Your system info is showing pci-bus with value of -61, which I doubt is correct.
Go into BIOS and if possible look for something which allows you to choose primary display adapter. I believe you only have one adapter, which is iGPU, but who knows maybe BIOS coder added the option to select external GPU as primary, and while that GPU does not exist, it might mess things up. Other than that I have no idea what is going on.
So try BIOS, if no success after reboot, go back to Configure, GPU Slot, and in Extra Slot options Add

That -61 value is the problem. Not sure why. So anyways, if that does not help. Then take that GPU Z screenshot, launch Adrenalin drivers, top right corner you have this bug looking icon (Bug Report Utility). Click on that and fill in the bug report.

Steps to repro: Basically say, after 23.9.1 driver installation none of the apps using OpenCL see iGPU as OpenCL device. In particular GPU Z and Folding@home. Adrenalin driver reports OpenCL as installed.
Driver History: leave Current driver
Power Supply: 400W and below
Add attachment: attach that GPU Z screenshot.
Send the report. (If Bug report utility outputs some sort of report number, let me know which one it is. I doubt it will, as I haven't submitted any reports in quite a while) I will then chase AMD to look into that report, to see maybe their recent changes have affected things. I am on relatively similar driver, and mine is showing as everything normal. However my installation goes through a lot of drivers, so OpenCL DLLs are probably cached somewhere.
Other than that, seeing how this is laptop for chinese market, it is entirely possible that OEM simply cut corners.
Oh, by the way, have you installed chipset drivers? Even the ones from laptop manufacturers page are fine. After that don't forget to reinstall GPU drivers
