Defective or binned, different terms for essentially the same thing. GPU chips that have sections that failed but could be used with those disabled in a lesser card. The GA102 chip is normally used for the 3080 and 3090 cards, the initial release of the 3070 Ti used the GA104 chip. The 3070 Ti has about 2/3 the shaders of a 3080, so a GA102 chip that failed testing for the number needed to be used in a 3080 would either be discarded, or in this case reconfigured to use the shaders that pass.
