Low GPU usage and PPD, no cuda usage

This PPD doesn't seem right. And there's no activity in CUDA
I have installed the latest version of the Nvidia driver using the Nvidia experience. Should I use an older version of the driver?

I will give advice until a real expert chimes in.
I know that by default, Task manager lies about GPU utilization, someone may come by to explain how to configure it to not lie, But I just use GPU-Z sensors screen for my utilization questions

Getting both AMD and Nvidia GPUs to fold at once can be tricky, you did not send us the configuration part of the log, so send us the first 200 lines for help on that that.
The AMD GPU will not use CUDA, only the Nvidia GPU uses that.
It is possible that this is a laptop, and that the Nvidia GPU is only active once a load requires it, this makes starting a Work Unit difficult as it wants to see the Nvidia GPU before it starts. As a Buzzword, this is often advertised as Optimus.

One voodoo workaround to check to see if this is an issue, is to load MSI afterburner and make some minor change (raise the GPU clock by 1 Hz?) and then minimize it. If F@H now works perfectly, t is an 'Optimus' issue

This is forcing the Nvidia card to be active all the time, so F@H sees it even before folding starts.

Yes this is a laptop.
after I paused APU's task, and even removed APU slot, 1660ti is still not fully utilized.
I have HWINFO64 and the power consumption of my 1660ti has been kept around 33W. It occasionally surge to 65W then goes back to 33W quickly. It should consume about 80W under full load.
I have MSI afterburner and already have a voltage-frequency curve applied to 1660ti

Windows has added a new feature whereby you can configure the FAHCore to use the 1660ti GPU specifically. See PantherX's post
here. That also allows other applications to use the iGPU (e.g.- for displaying the desktop)
hopefully without interrupting CUDA on the FAHCore.
I have not been able to test this personally, so report back please.

i have tried both windows setting and nvidia control panel way, still not working.

Did rebooting help?
I see some conflicitng information about the GPUs. Removing the slot is NOT the way to fix the problem. I recommend a clean install of the latest version of FAHClient. You'll need your name, team, and passkey from the previous install.
I would add 'pause-on-start' with the value 'true' to the new config and selectively enable the nVidia GPU.
Both are being configured as GPU:0 which isn't what we want. This appears to be a newly discovered bug in how FAHClient configures multiple GPUs.
Before you do, though, is there a science.log in the FAH's work directory? If so, capture it so you can email it to me.

I have reinstalled the latest version and also have 'pause-on-start' set to true. now it keeps having errors like these

Yes this is a laptop.
after I paused APU's task, and even removed APU slot, 1660ti is still not fully utilized.
This is not a F@H issue, so no configuration of F@H is going to help.

The secret seems to be using MSI Afterburner to force the 1660ti to always be active while Afterburner is open. That is why I just suggested minimizing it, after making some change in that session.
There are at least 4 different ways that you MIGHT force the 1660ti to stay enabled, I bet only one works for any given laptop.
My laptop with Optimus was so old the Nvidia GPU was a G205, it had a setting in the BIOS

Some folks have had luck in the Nvidia Control Panel. (I think they selected to Prefer Performance, but that is a rumor)
Bruce mentioned a way to lock applications to GPUs, that is new to me.
At least one Folder has rigged his PC to start MSI Afterburner on start up, no idea how.

All iGPUs (including your Renoir) are much weaker than "real" GPUs. It should be able to fold but generally would produce relativley few points and would add to the cooling problems typically found on laptops. Permanently pausing it is as simple as adding the pause-on-start option to that slot. As an alternative, I suspect there's a easy way to disable it by deleting the slot and setting the "gpus" to either true or false (I forget which one and can't test it here since this laptop has zero supported GPUs.)

FYI, when it comes to GPU Usage and Task Manager, it seems that the Task Manager in Windows 10 20H2 will show the correct utilization by default as it will show under 3D. Previous versions of Windows 10 would not show you that and you would have to select CUDA or Compute from the drop-down menu.
Looking at MSI Afterburner, what's the GPU PerfCap Reason? It's a lot easier in GPU-Z but in MSI Afterburner, you would need to look at what limit is being reached in the graph. Also, you mentioned that a custom voltage-frequency curve is applied. I would simply use the default for testing to ensure that it works before looking at customizing anything.
When it comes to disabling automatic GPU configuration, you will need this <gpu v='false'/> which is done by:
Advanced Control (AKA FAHControl) > Configure > Expert tab > Extra client options > Add >
Name: gpu
Value: false
OK > Save

on my win10 home; 20H2, R9 380X, still reports near nothing. Switching one of the graphs to Compute1 shows more accurate info, but task mangler still doesn't report it

After updating Nvidia driver to the 460.40 version, seems that this issue no longer exists.

Task Manager was written by Microsoft who wrote your OS. The OS uses the CPU, not the GPU, so their monitor program really only considers the CPU. They don't use CUDA or the GPU for anything other than driving your screen so it's not surprising that they don't bother to report its activity.
