Hi,
I just upgraded from 18.3 to 19.3 a day ago and found it a little bit faster like an 5% improvement folding at gpu in PPD.
I could see this at all WUs, comparing them by numbers.
Anyone else there who could make the same observation?
Did anyone has the version 20 installed and can say something?

I've got 20 running on a rig but I also changed the motherboard and cpu when upgrading so impossible to do a like-for-like comparison.

The driver version may be a significant factor though so if you went from 18.2 to 19.3 and also changed the driver version, you have too many variables to prove which is responsible.

I didn't change the driver. It is still the last 440.100, means, I can nail it to the Mint-Version.

Mint is based on Ubuntu.
They haven't done much under the hood of Ubuntu or Mint, but Ubuntu 18.04 still runs on Kernel 4.x; while 19.xx runs on kernel 5.

I don't know Mint's naming,but Ubuntu generally has a '.04' version (released in April), and a '.10' version, released in October.
Every other '.04' version, is an LTS version (long term support).
And every '.10' version released before the LTS releases have some of the advantages of the next version.

While nothing much online shows of performance improvements on Ubuntu 19, a lot of articles are to be found about 20.04 to be significantly more optimized and faster than 18.04.
It wouldn't surprise me, that some of the performance improvements of 20.04 trickled down to 19.04/19.10.

In short, yes, 20.04 is faster in a majority of tasks than 18.04; but not in all.
Some things still work faster on the older system.
