CPUs running at only 80%

My Windows PC CPU is running only at 80%. I can't find a setting to increase the CPU usage. Is there a configuration file that I need to edit to tell it to use al of the CPU?
If you have a usable GPU, one CPU thread is reserved for that. Otherwise moving the slider to Full will use all CPU on the next downloaded WU. The CPU thread usage can not be increased above the number set at the time the WU was downloaded.
There are also some CPU thread counts that are not used, depends on how many CPU threads your processor supports.
