I would like to contribute by running and maintaining an assignment server, seeing that this is what is currently needed the most.

Sorry, but you really can't help with that. The AS isn't the problem. It's function is to find any FAH Work Server that can assign you a WU and it's doing that job very well. Once all the WS are operating at saturation levels or DOWN or empty (see other discussion about that) it has to tell you it can't satisfy your request.
