F@H is finding my CPU and 7 GPUs
The first time I tried it, two GPUs and the CPU where used. I let it go all night and it only used those three resources.
I reinstalled it, now three GPUs are used and not the CPU.
An hour or so later it is up to 4 and the CPU.

Is there a max number of resources at any given time? I don't think so because it recgonizes the CPU and 7 GPUs in the Web Control.

Should I just keep waiting?

Parts of F@H are overloaded with the enormous response to several social media references. The team are working on adding additional resources, please be patient. Just consider what it's like for the researchers who are generating many times more work than a week ago.

(I know nothing about your Computer. I am not myself a Linux user)

Each GPU needs a CPU core to 'feed' it over the PCIe bus. So you need at least 8 CPU threads.

Very few Motherboards have 7 x16 PCIE slots, and most that do can't drive 7 at a time. Expect that many cards will be bottlenecked to be 1/16th as fast transferring data over the PCIE bus.

Due to low level driver code you can't change, linux supports more slow, bus bound cards than Windows does.

My machine is Win10, has only has a Celeron G3930. It has two cores and only two CPU threads. With the thread limit, I should only be able to run two GPUs, right?
I have notice from time to time, it will bump up to 5 GPUs. But most of the time it is only 4.

When running more than two GPUs, expect lower throughput per GPU. The CPU will not feed the PCIE bus as fast as they can use.

Would upgrading the ic help?
I have been looking for a replacement cpu, but a lot of CPUs on intels website state 4 core, 4 threads. Some show double like 4 cores, 8 threads. I'm still trying to figure out the difference.

Upgrading the CPU would help some, and may support more PCIe lanes than your Celeron G3930 which only supports a max of 16. How many depends on your motherboard.

The CPUs that show 4 cores/8 threads have Intel's Hyper-threading (HT) enabled. That provides extra virtual cores that share one common FPU each with the normal cores. may give some additional throughput, but you will still run int the Pie lane limits and transfer rates from Windows.
