RX5700XT Usage stays around 84%

Hi everybody,
recently I started folding (normally I only do RC5-72 or OGR and once a year a stampede with the Dutch Power Cows) but I came to a weird "bug", the gpu stays around 80% usage (currently it's hovering around 82%) and Task manager in windows 10 (compute_1) show 84%. If I run the dnet gpu client, the usage jumps directly to 98% and stays there until the wu is done then it jumps down and directly back up to 98%.
I tested an older card (HD7990) to and no problems there, the 2 core's jumping directly to 98%.
Its like something is holding it around 80% usage.
I've tried setting the core-priority to normal and high but no change also priority changed to normal and high but no change
Anybody knows what's going on here?
[s]*I've got some screenshots but can't post them yet[/s]
Edit: after approved topic
I've got the latest drivers for the gpu: Adrenalin 2020 Edition 20.2.2 Recommended

Some FAH work units are too small to fill all shaders of RX5700XT. So you just need to wait for other bigger work units.

task manager shows CPU utilization, not GPU. GPU-Z can show GPU utilization.
https://www.techpowerup.com/gpuz/
But, if you GPU is working, then one CPU core is reserved to help, so you would have 50% CPU plus whatever it took to help.
This thread should help you show us the log, so we can make better guesses than I just did.

Yes, AMD GPUs are very sensitive to the number of atoms in projects. Bigger ones work way better and p11737 is quite small.

The assignment servers are not updated yet with new rules for AMD RX5700XT and similar high shader AMD GPUs.
As user your only option would be to run 2 work units on the same GPU to increase usage.

Running two WU on GPU at the same time is often a bad idea on FAH ...
