Ubuntu Kernel 5.X, FAH slowdown

I have a Mb with 2 PLX chips, 7 GPU slots. I am running Ubuntu 18.04/18.10, I had been running the latest drivers and I had 5 GPUs running just fine, getting around 3.9 to 4.2M PPD . All of a sudden a short while back and as in weeks ago, FAH PPD dropped way off my cards are running really slow, like 500K for all 5 cards. Could this be caused by a Kernel 5 update maybe? I have reinstalled ubuntu multiple times,tried different drivers and I am at loss as to why the card are running so slow. Could the the linux Kernel 5 be causing issues with the PLX chips?

It's not the PPD it's the cards are running slow, usually like 1 min or so for my 1080 and 1 or so for my 1070's . now all are saying 3 or 4 mins per cycle.

WUs are larger too, possibly to lower the system and bandwidth overhead on the servers.
Most of the PPDs not initially showing up, are the bonus points. They are manually added later.
Current system is harder to tune or track, but extreme overclocking can show pretty accurate daily and weekly results.
