CPU matter for GPU performance?

Could I run a Titan X-Pascal on say an AMD 5350 and still get maximum performance out of the GPU?

The AMD 5350 CPU has 4 x 2Ghz cores but only pcie 2.0 x4 lanes. There were reports that pcie bus usage could be limited on Windows but not on Linux. Other AMD CPUs support pcie 2.0 x16 lanes, Intel CPUs even pcie 3.0 x16 lanes.
(But maybe a ??? 20% performance drop is not a problem? It is more silent and uses less power, but that can also be reached by tools like msi afterburner.)
You already own a Titan X Pascal? Because by end of the week the new Nvidia 1080 Ti and AMD Vega will be announced and maybe get similar performance for a cheaper price.
Edit:
Maybe I calculated wrong, there may be some percent lower speed on pcie 2.0 x4 but not 20%, more like 2%.
But for fast GPUs and when going down to pcie 2.0 x1 the performance loss is 50%.
