Project: 8567 (Run 0, Clone 5, Gen 93) does not begin

This specific project was assigned to my CPU right after the first project it folded was complete. While it's "folding", my CPU is working 100%, however progress is stuck on 0.00%. It's been like that for more than one hour. What's going on?

In order for anyone to comment on whether or not an hour or more is normal for P8567 we would need to know more about your system.
Please supply the System Info and Config sections of your log as explained
here.

Run your CPUslot at one less thread than maximum. The ATI card uses a CPU core all on its own. When the CPU is over-subscribed like this the SMP slot will suspend one of its threads and the others will sit there waiting for the thread to return.
Setting CPU usage at 25% only interferes with proper operation. It only works properly on old uniprocessor WU's which with multiple CPU cores you will not get. Leave the slider at 100%. If you want CPU folding to run at less than 100% then change the number of threads used in the CPU slot instead.

So I shall set my CPU to use 5 threads as maximum?
Also, how do I set CPU usage at 100%? I'm looking at the task manager and the CPU has always been 100% utilised. I don't think I set it to 25%.

It is not a task manager setting rather You have modified a folding setting (Advanced control->configure->advanced tab->CPU slider needs to be at 100% rather than 25%).
Yes, you should set the CPU slot to use at most 5 threads (for a 6 core CPU) because the ATI card needs a full CPU core to operate. You may choose to set the CPU threads even lower in place of the above CPU slider.

OK, I set the CPU slider to 100%. Not sure how it was at 25% since I hadn't changed that setting before.
I also set the CPU slot to use 5 threads, and now the project finally began. Thank you for your help!
