Set power to full and manually set desired cpu count for CPU slot using FAHControl > Configure > Slots > select CPU slot and Edit.

The CPU slot's behavior on light is to use half of your total threads, so once you're editing the CPU slot change the thread count from -1 to the desired number. Also don't forget to add the slot option pause-on-battery set to true if you want that.

Use the advanced-control option from the folding systray icon. Click on configure and go to the slots tab. Double-click on the CPU slot and adjust the number of cores wanted from there. Save

Pause on battery defaults to true, so no need to add that.
