Are folding assignments dynamic?

Just noticed that sometimes when an assignment is near completion with minutes to go the eta jumps up to a couple hours. Is more work being dynamically added to my current work queue? I know the ppd can fluctuate but not by that much. Does something slow down when something is almost complete?

Is more work being dynamically added to my current work queue? [No, work units are a fixed size, with fixed baseline points.]
I know the ppd can fluctuate but not by that much. Does something slow down when something is almost complete? [No. The speed does not change, hence the fixed number of points. The V7 client has a known issue with showing the wrong ETA / PPD with most types of work units.]

ETA is based on the recent performance of the current WU so it's only accurate if nothing changes. As 7im has suggested, running something else can distort the current speed. Pausing and resuming can distort those projections, too, just like stopping for gas on a long trip. (Just what is your average speed when you estimate from a period that includes both time at highway speed and time stopped?)
