This WU has also been submitted twice for partial credit by Windows machines (a bug in the Linux core means that the correct exit status is not reported).

That looks like three strikes to me. Just in case uncle_fungus didn't ...
The WU (P6513,R14,C159,G30) has been reported as a bad WU.

I thought when marked bad they wouldn't be sent out any more? Or is it because I originally got the WU and didn't send it back yet (and the deadline hasn't passed yet either)?

When the WU is marked as bad, it isn't an immediate process. It takes some time to happen. During that time, if you get the same WU, you can "delete and move on" which involves:
delete the Work Folder (required)
delete queue.dat file (required)
Change the Machine ID (optional)
