The Server's CPU Load is >3 so it is very busy. When it is overloaded, it gives the 503 Error

what exactly is a collection server, and why am I in that particular loop?

The collection is a backup server that is supposed to collect WUs when the server that issued them is unable to receive (offline, overloaded, ...).

Unfortunately, since the CS exists, they are known to be often unable to collect WU, either because they don't know them or because they are constantly overloaded ...

This means that it is often useless to report connection errors with CS ... and it's more interesting to search which work server is having troubles in the first place.

edit : in your case, here is the server having troubles :
