WU Frame Amount Different From Amount of Frames Observed

According to HFM, the WU has only 100 frames. Why is it that the number of frames observed is usually higher or lower than the amount of frames for a WU? Take the following for example.

HFM will benchmark whatever it can sample, up to the 300 most recent frames for a client/project combination. If you started HFM when a log file was showing a work unit resuming at 54% and eventually finishing, HFM will see just 46 frames worth of times.
