No new models of GPUs can be added to the GPUs.txt list until Pande Group fixes the update script problem that I emailed them about 2 days ago. GTX 1060 is enabled, but won't say GTX 1060 until this is fixed. It will only say GP106 [xxx] until fixed.
The AMD RX 4x0 models are also enabled already, but won't have proper naming either until this is fixed. Not a bug, just a feature.

Yes. The 2080 ti will be the fastest at 1,6-2,2M PPD.
The 2080 will be around 1,1-1,4M PPD.
The Quadri p6000 will be the slowest card, since that card focuses on double precision, which FAH doesn't really do. (we're only working on single precision).
Quadro cards cost a lot more, and fold about at the same speed as older Pascal cards.

Yes, the HD 7470 is currently on the whitelist. But there currently is no work for GPU's that do not support double precision calculations. Only WUs which are pretty small can be run in single precision and it's not clear that there will ever be enough such projects to continue to support them. I expect that future Projects of that nature will probably be issued only for CPUs.
(All CPUs support DoublePrecision; most GPUs do, too, but not all)

Also the divide is not as clean and simple as you have presented it. Some Terascale 2 cards also support DP, and not all Terascale 3 based GPU's support DP. Further complicating the issue with AMD GPU's is that not all GCN based ones support DP either. With a mix of Terascale, GCN of various versions being present in many of the Radeon series of cards, it is not a straightforward edit either.
