Yes, some are explicitly blackisted. For example this section in the very old GPUs:

Most of the rest have managed to get that non-whitelisted status as they have aged out of support, but there are some like this.

They are from Nvidia, I half expect them to reuse the PCI IDs on some newer card with the justification that those are from nearly 20 years ago and no one uses them anymore.

A GPU that is not in the whitelist is blacklisted by default. I think we could remove all those old entries ... I don't remember why they were added a long time ago.

They are remnant from when those GPUs had potential to be enabled for folding. Very early days of nVidia folding
