Donor preferences are exactly that ... a preference.
Suppose a lot of people select the same preference. When the server side of the feature is completed, I expect that the server will assign as many WUs of the preferred projects to those who have expressed a preference. If there are still WUs left over, they'll go out to "no preference" people like they do now. If all of the WUs of the preferred type have been assigned, anybody else will get an assignment from some other project.
