If you had the fan piece, or a small counter balance piece, you could glue on with crazy glue, you could balance out the fan.
Another way to make it work, is take off the cooler, and just put 2x 80mm to 100mm case fans blowing at full speed.
They're easy to mount too (zip ties, or a metal trash bag twist tie; or duct tape will also work).

I snapped the opposite fin after all. Noise and vibration are barely there at 100% fan speed and not at all noticeable at everyday operating speeds.
As for PPD and Power Consumption:
GTX 970 4GB Gigabyte WindForce X3 OC had an avg PPD of 520.000 at an avg.PWR DRW of 147W,
RX 480 4GB MSI Gaming X has an avg PPD of 400.000 at an avg.PWR DRW of ~85-90W...!

Works well with lots of blades. If you only have 5 or 7 blades (an uneven number, like Asus designs), it still doesn't work...
